President of Venezuela. A member of Venezuela's Liberal Party, he served as president from 2 July 1888 to 19 March 1890. Prior to becoming president, he was a university professor and taught Spanish Grammar at the National School for Girls in Caracas. Between 1868 and 1869 he was Governor of Caracas, Minister of the Superior Court of Justice of Bolívar State and Venezuela Minister of the Interior and Justice. He served as Minister of Foreign Affairs of Venezuela numerous times between 1855 and 1870. He then served as Minister of Finance of Venezuela from 1879 to 1884 and again in 1887. He then assumed the presidency. His two years in office are best remembered for the economic boom which he took advantage to invest in public works projects. He is also known as the first civilian president who was elected by constitutional procedures in 50 years and the only one who could finish his term correctly.
