Curtis O. Law, age 86, of Milford, Connecticut, beloved husband, soulmate and best friend of Candace Mayer, passed away with his wife holding him on January 15, 2021. Born December 1, 1934 in the coal-mining town of Thorpe, West Virginia, he was the only son of Dennis and Edna Law and cherished grandson of Zera Taylor.

After serving 10 years in the United States Air Force, he graduated with a Bachelor's of Science Degree in Business Management from Franklin University in Columbus, Ohio and a Master's Degree in City and Regional Planning from Ohio State, which led him to become an avid Buckeye football fan.

He was the proud father of Sheryl Abernathy of Columbus, Ohio, Donald Law of Louisville, Kentucky, Letitia Stones of Lakeland, Florida and Yvette Law of New Britain, Connecticut and grandfather to John Harrington Jr. and Sharina Harrington of Columbus. Curt had five great grandchildren and one great-great-grandchild. He is beloved by Paul Mayer, Candace's brother and Janet LeDoyen, her sister, nephews and niece and great-nephews and nieces.

Curt was a voracious lifelong learner, especially when it came to his passions for photography, golf, and saxophone. He read insatiably, took classes and private instruction continually, shared enthusiastically and practiced joyfully! He and Candace had photography work accepted online by Social Documentary Network, entitled "Bridgeport CT in the Time of COVID-19."

Together he and Candace created peaceful and glorious gardens at their home. They savored spending time tending, enhancing, putzing and luxuriating there, often enjoying meals together or with family and friends, or reading by the fountain. Summertime would also find them basking outside, picnicking with friends at jazz or classical concerts, at the beach, or enjoying walks through downtown.

As the Executive Director of the Norwalk Housing Authority for 43 years, his accomplishments were recognized as being among some of the best in the nation, bringing recognition to the agency and its staff. Curt's vision of supporting residents in their efforts to achieve a life of prosperity and financial independence led him to develop educational programs for public housing residents that extended from kindergarten through graduate school. This culture of educational achievement led to the formation of what grew to become the largest and most generous college and graduate school public housing scholarship program in the nation. Students from Norwalk Housing not only studied locally, many traveled to other states and some to other countries for their education. While students of the program included several who achieved advanced degrees, Curt was as proud of the chef who memorized all his recipes to overcome his learning challenges as he was of the medical doctor. The college scholarship program received praise from the Harvard Business School Club of Fairfield County when it conducted an in-depth study of the outcome of scholarship recipients.

Curt received local, state and federal awards but was most proud of receiving the M. Justin Herman Memorial Award for the Outstanding Professional of the Year from the National Association of Housing and Redevelopment Officials in 2014. This award was an acknowledgement of Curt as an innovator and leader who redefined public housing from its narrow role of housing provider to a broader vehicle that included easily accessible education and job training for all family members. Housing became a launching pad rather than a landing place under his direction.
A firm believer in "if you don't try, you won't succeed," and despite knowledgeable professional advice to the contrary, he choose to apply for HUD's highly competitive national Choice Neighborhood Program. In 2014, Norwalk received one of only three nationwide $30 million awards that transformed Washington Village, Connecticut's oldest public housing site into Soundview Landing, a vibrant mixed-income community. HUD's Choice Neighborhood grant to the Housing Authority is the largest grant ever received in Norwalk. Soundview Landing, costing a total of 185 million dollars, has resulted in over 600 million dollars of new investment in the neighborhood and improved the lives of many Washington Village families.

While a warrior, Curt was always a Gentleman Crusader who attracted talented people to embrace his vision and dedicate their work to his quest. He lives on in the people's lives who will forever breathe easier because he has lived. He has made us all better people.
