Jo was born in Sherman, Texas on February 4th, 1933. She was adopted by Floyd and Opal Chambers. Jo's childhood was spent in Richardson, Texas until she married Frank Steinke and moved to Colorado, where she lived for the rest of her life.

Jo worked as a bank teller for 35 years and was a member of the Arvada Elks. She got a lot of joy from coordinating weddings with the Elks and being the Easter bunny every year. She enjoyed bowling and competed in various leagues. Jo loved coin collecting, country dancing, slot machines, the mountains (especially Grand Lake) and watching Murder She Wrote and MASH.
