Mandy was preceded in death by her father, Steve McNeal; maternal grandfather, Elmer Ellison and paternal grandparents, Lon and Dorothy McNeal. Mandy is survived by her mother and step father, Teresa and John McCarter; sisters, Breanna McCarter and Anna McNeal Hinkle; grandmother, Callie Jones; aunt and uncle, Tina and Jr. Lumpkin; cousins, Chastity, Tisha, Alyssa, Madison, Lei and McKenzie.
