Son of Justus Bissell (1782 MA–1874 and 2nd wife Mercy (Post) Bissell (1790 MA–1855). Justus' 1st wife was Nancy (Hatch) Bissell and may have actually been Onzo's mother.

1850 he was a physician in Auburn, OH.
1860 he lived in Kent, MI with wife Ann (b abt 1819 NY) and son Hermann J Bissell (b abt 1853 OH). 1870 he lived in Michigan with wife Ann. 1880 he was living alone in Kent, MI as a Lodger.

At the time of his death he was drawing a pension for U.S. Navy service and Nannie D Bissell was listed as his widow.

When he registered on 1 July 1863 for the Civil War Draft he was put in Class 2 and living in the Third Ward, Michigan, 4th Congressional District. Died of Dropsy and a heart condition.
