Raymond was the son of Roy and Abbie Fennon McKiever Culbertson. He was predeceased by his parents, his toddler daughter Trese' Culbertson and his sister, Ada Belle Hildebrand. He is survived by one sister, Pauline Riley, a son Monty Ray Culbertson and a step daughter, Theresia Money and several neices and nephews. Raymond was a 1954 Karnak High School Graduate. He was an avid outdoorsman and enjoyed raising a big garden as well as fishing and hunting. He lived in Pulaski, Johnson and Jackson Counties in Illinois.

He is buried in the Culbertson plot that was purchased by his grandfather in the late 1880's.
