He was born about 1824 (per Civil War records) to Levi and Margaret (Myers) James in Ohio.

He made his home in Chequest, Van Buren, Iowa. Purchased land and farmed there before the Civil War. At some time he married and had at least one child.

Perry enlisted as a Union soldier 07 Aug 1861 - Ohio Co A, 31st Infantry. He was discharged 18 Feb 1864. Rank: Private
His records state that he survived the war, and that his remains were buried in New Straitsville Joint Cemetery, but they did not indicate his death date. He filed for pension as "invalid" on 4 May, 1870. A later record shows that a military headstone had been ordered ... sometime before 1888 (the date noted as "contract date." This same date appeared on other orders, though, that occurred throughout the preceding decade. The headstone was to be sent to New Straitsville Joint Cemetery.

He was the father of Alexander Perry (1851-1936), born in Iowa.
