Charles Carroll was the son of Charles Carroll (1661–1720), referred to by his descendants as Charles Carroll the Settler, and his second wife, Mary Darnall, daughter of Colonel Henry Darnall (1645-1711)). Carroll was known as Charles Carroll of Annapolis in order to distinguish him from his similarly named relatives. He was married in 1757 to Elizabeth Brooke, with whom he had already had children.

His burial in this cemetery is specified in Ronald Hoffman's book, Princes of Ireland, Planters of Maryland: A Carroll Saga, 1500-1782, page 387.

He has a cenotaph at the Doughoregan Manor Chapel.
