Orland Kay Armstrong, Jr., born in Gainesville, FL, on July 16, 1927, Kay, as he was affectionately known, was raised by his parents, the distinguished author and Missouri Congressman, Orland Kay. Armstrong, Sr., and his mother, Louise McCool Armstrong. He is survived by his wife, Phyllis Armstrong, his children, Dr. Orland Kay (Lance) Armstrong, III, and wife, Dena, his daughter, Dr. Carol Armstrong Okuda, her husband, James; his grandchildren, Michaela and Jonathan Okuda; his step-sons, Douglas Freeman, (wife Nancy, and children Amber, Bailey), Jeffrey Freeman (wife, Kara and children, Brandon and Brian) and Mark Freeman (wife, Kathy, and grandchildren, Jonathan and Jacob with whom he spent much time in his later years, and Jessica Leonard); brothers, Milton and Stanley Armstrong and 10 great-grandchildren.
Kay was a WWII veteran, having served his country with the US Navy in Japan as a teenager. He received his education from Drury College in Springfield, MO, where he grew up with his older brother, Milton Armstrong of Maitland, Florida, younger sister, Louise Cattan (deceased) and younger brother, Stanley Armstrong, and Dr. Charles Armstrong (deceased). Kay attended Northwestern University, where he received his MBA. In the 50's, he worked on his father's political campaigns, and taught Dale Carnegie classes. Kay was an assistant to the County Manager of Dade County in Miami, Florida. He was rightfully proud of his city management career, including an assistant city manager position in Coral Gables, Florida, followed by city manager positions in Winter Haven, FL, St. Augustine, FL, and Waco, TX. He was the Planning Executive Director of Savannah, GA. He was Purchasing Agent for Kansas City, MO.
When he wasn't working on campaigns for conservative candidates, he held varied management and sales occupations, he enjoyed boating, fishing, playing the clarinet and tennis. Adventurous, Kay was a representative to the German-American Volksfest, taking alligators from Florida to Berlin for their zoo.
Kay was an active member of Second Baptist Church in Springfield, MO, an active member of the Gideon's and enjoyed civic involvement with city council engagement in Republic, MO. He was proud of his Scottish heritage and enjoyed family gatherings.
