In November of 1917, Charles Worrilow won a seat on the Chester City Council and served between 1918-1929. He was the Superintendent of Streets for the city of Chester. By 1924, Charles had become city treasurer and collector of city and school taxes.

In January 1931, Charles was appointed warden of the Delaware County Prison at Media. A group of his friends organized a testimonial dinner for him in February at the Four Horseman Club in Marple Township. Only a month later, however, he was stricken with an illness which sent him to Hahnemann Hospital in Philadelphia. His condition fluctuated for a few months but he never recovered and died that summer of "a complication of maladies."

He was buried in July 1931 in the Chester Rural Cemetery.
