Curtis was the second of five children born to John B. Gilbert and Charlotte Catherine 'Lottie' (Earnhart) Moose. He married (1) Maye Lena Eagle in 1923 and they had one son: Haden Curtis. He married (2) Margaret R. Hart in 1927 and they had two children: Nancy Hart and Thomas Norman.
