He was born on May 18, 1917 in Augusta, Butler County, Kansas, a son of William Arthur Ruckle and Hattie Myrtle (Wood) Eilert.

He was raised in Kansas during the depression era where his entire family worked as farm hands.

He moved to Sheridan, Wyoming in 1948 and worked as aa ranch hand and custodian. He later moved to Casper, Wyoming.

He enjoyed horses; the outdoors; leathercrafting making bridles, belts and purses. He enjoyed reading and watching westerns, John Wayne was his favorite.

Walter Jay Ruckle married Mena Irene Richards in Sep 1942 in Newry, Oconee County, South Carolina. They later divorced on February 6, 1964. They were blessed with the birth of their three children Larry Ruckle, Nancy Ruckle and Wayne Allen Ruckle.

His son Wayne Allen Ruckle preceded him in death December 10, 1996.
