In addition to his parents, Willard is preceded in death by his adoptive parents, Everett and Courene Hobbs; wife, Donna Fraley; sisters, Bonnie Whitaker and Jan Swigart; and son-in-law, Joel Welbaum.
Those left to cherish Willard's memory include his son, Stanley Fraley of Piqua, OH; daughter, Vicky Welbaum of Covington, OH; brother, James Fraley; sisters, Shirley Atha and Joyce Brown; 2 grandchildren, Jessica Lauber of Piqua, OH and Jennifer Cox of Troy; and 4 great grandchildren.
Willard was a veteran of the United States Air Force for 16 ½ years and the United States Army for 6 years. He worked many years as a mechanic for Civic Service. He belonged to Franklin Lodge #14, F & AM, Piqua, Scottish Rite Valley of Dayton, Korean War Veterans, Troy Chapter #256, O.E.S., Troy Eagles #971 and former member of Troy Fish & Game Club.
Private family services will be held. Arrangements entrusted to Fisher-Cheney Funeral Home, Troy, OH.
