She was the daughter of David C. and Josephine S. (Pederson) Wheeler. JoAnne lived in the Janesville area for most of her life, but had spent some years in Eau Claire Wisconsin. She worked for the Rock County Public Works Department for many years before retiring in 1997. She was a member of First Lutheran Church.
