Son of Governor James DeLancey.
Grandson of Col. Caleb Heathcote (1666-1721), Lord of Scarsdale Manor.

Father of Susan DeLancey who married James Fenimore Cooper.

Sent abroad at the age of eight to be raised by an English aunt, Susannah, Lady Warren, he eventually was educated at Harrow and at Woowich Military College near London. Entering the British Army, he eventually rose through the officer corps of the Eighteenth Regiment, known as the Royal Irish, to become a lieutenant in 1775 and captain five years later. Acccording to a sketch Cooper wrote of his father-in-law in 1831, DeLancey returned to America with the Royal Irish Regiment in 1774 and was posted then at Philadelphia. Although he did not succeed to the Lordship of Scarsdale Manor, which became extinct with the Revolutionary War, he inherited from his mother the title to much of the property in Scarsdale.

He resided at Heathcote Hill not far from the Angevine farm where his daughter Susan Fenimore Cooper resided for a time.

According to his daughter, and Col. Heathcote's great-granddaughter, Susan Fenimore Cooper, Col. Heathcote gave the original lease of the Angevine farm to the Angevines in 1704. Westchester County histories by Bolton (v. 2, p. 231) and Scharf (v. 1, p.681) also state that the Angevines leased the farm from Col. Heathcote, and the Delanceys after him, for "four generations" and that the descendants of Pierre Angevine's elder son Louis held the farm for 100 years by 1817. Louis' brother Eli also bought the adjoining farm about 1770. Susan Fenimore Cooper said the Angevine lease was held by oral agreement, "without a line of writing," for a century.
