Son of the late William A. and Mary (Teague) Huggins. William grew up in Lynn where he started his family, he later resided in Andover and Danvers before retiring to Methuen 15 years ago. He was a graduate of Lynn English High School, Class of 1950, he also attended Northeastern University for Engineering and late went onto Stonier Graduate School of Banking at Rutgers University.
