LUCIAN ROBERT WILLOUGHBY, 66, of Tampa died Friday. He had been a resident of the Bay area since 1953. The World War II veteran was a dry wall finisher, a member of the Garden Baptist Church and the Disabled American Veterans, Chapt No. 25. He is survived by his wife, Nell; two sons, Thurman of Ocala and Jesse of Tampa; two daughters, LaRue Mulkey of Anniston, Ala., and Shirley Harris of Tampa; four brothers; 19 grandchildren; and three greatgrandchildren.
