Son of Charles Simeon Delaney and Martha Belle Remy. Husband of Agnes Bain Thornton. Father of Agnes T., Charles W., Mary Belle, Rosalie N., and Samuel T. Delaney.

Charles Clarence Delaney was born on his parent's farm on Marietta Road in Sebastian County, Arkansas (Auburn Community). He was the third of five siblings. When he was around six years of age, he was enrolled in a one room school know as "Six Bits." It was less than one mile from his home. He later attended school in Charleston, and college at Arkansas Tech, in Russellville, Arkansas.

After college, Charles worked as a county extension agent for Polk County, Arkansas. He lived in Mena, the county seat. He served his county in World War I in the 845th Aero Squadron of the Army Air Corp. At the close of the war, he was awarded an educational grant, a forerunner of the GI Bill of WWII. He attended King's College of the University of Aberdeen in Scotland, UK, taking courses in animal husbandry.

During his time at King's College, Charles met Agnes Bain Thornton. Charles Clarence and Mary Bain returned to the states and married May 25, 1925, in Prescott, Arizona. After living in Prescott for a short time, they relocated to Fort Smith, and eventually, Charleston, Arkansas. Charles worked in real estate and insurance and farmed. He died June 23, 1950.
