U.S. Congressman, 49th Governor of New Jersey. He attended Trenton State College and received his J.D. degree in 1967 from Rutgers School of Law in Camden New Jersey. He served in the United States Navy from 1955 until 1958 and was a reservist until 1975 with the rank of lieutenant commander. He was assistant city attorney for the City of Camden until 1971. From January 13, 1970 until January 3, 1975 he was a member of the New Jersey General Assembly. He was elected to the United States House of Representatives for the New Jersey 1st district in November of 1974 where he served from January 3, 1975, until January 16, 1990. While in office he became best known for his Superfund and his authoring of the Railroad Deregulation Law. He made 3 (1977, 1981, and 1989) attempts to become New Jersey's governor before being elected to the office in 1989 as the 49th Governor of New Jersey where he served from January 16, 1990 until January 18, 1994. While in office he became best known for legislation reforming auto insurance, enacting the semi-automatic weapon ban and revamping New Jersey's school funding system to send more money to the poorest districts. In 2000 he ran for the New Jersey United States Senate seat that was being vacated by then-Senator Frank Lautenberg but lost to his opponent Jon Corzine. He was a founding member of Florio, Perrucci, Steinhardt, Cappelli, Tipton & Taylor law firm. He was a teacher at Edward J. Bloustein School of Planning and Public Policy.
