US Congressman. He graduated from Stockton High School in Stockton, California. He earned an Associate of Arts degree from Stockton College. In 1960, he earned a Bachelor of Science degree in Political Science from University of Utah. In 1963 he earned a J.D. degree from University of California, Hastings College of the Law. From January 3, 1979, until January 3, 1991, he served as the US Congressman from California's 14th district. He defeated John J. McFall and George Darold Waldron with 53.39% of the votes. While holding the office he was a member of the House Committee on Banking, Finance, and Urban Affairs. He was also on the Subcommittee on International Trade, Investment, and Monetary Policy. After retiring from Congress, he spent four years as a member of the California Public Utilities Commission. President George H. W. Bush appointed him to the Board of Directors of Legal Services Corporation.
