James Rose was born about July 1858 in Ramsey, Huntingdonshire, England.
He married Isabel Crawford in 1880 in New Zealand. They had one child.
He joined the NSW Police Force as a Probationary Constable on the 1 February 1883. He was confirmed as a Constable on the 1 May 1883.
He was stationed at Goulburn and Deniliquin.
In 1885 Constable Rose went to the Melbourne Hospital for treatment for consumption. He benefited from the medical treatment and returned to duty.
He died of consumption on the 24 November 1885 at Deniliquin. He was buried in Deniliquin Cemetery.
