Victoria was born on October 19, 1949 in Galesburg, the daughter of Charles LeRoy and Vada Pearl Shelton Rutledge. She married James Derice Miles, David Stratton, and James Ortery.
She is survived by two sons, James Dewayne Miles and Daniel Dean (Shannin) Stratton, Sr.; a daughter, Crystala Michelle Stratton; three brothers, David Rutledge, Robert Rutledge, and Richard Rutledge; a sister, Patsy Wells; and five grandchildren.
She was preceded in death by her parents and a brother.
She was a cocktail waitress and a homemaker.
Graveside services will be in Memorial Park Cemetery.
