Born in Camillus, NY. to Evelyn L. (nee French) Scott and Glenn Mills Scott on September 28, 1939.
New York State Birth record indicates the place of birth as Syracuse, Onondaga, New York.
Richard's middle name Claude was given to him in honor of his father's maternal uncle Claude J. Mills. He was raised in Baldwinsville, NY., and also spent a few years living on a farm in the late 1940s near Phoenix, NY. On Feb. 5, 1946, his father bought the Frank Fesenmeyer, 58-acre farm, at auction known as the Brandy Brook Farm in Schroeppel, NY. In Sept. 1949 his father, Glenn Scott, then sold the farm to Fred Romanick of Fulton. His family returned to Baldwinsville residing at 8 Virginia St.
Richard graduated from Charles W. Baker High School in 1959. He had met his 1st wife, Janet Shaner while attending Baker High School. Richard and Janet were married on Sept. 9, 1959, in the Town of Van Buren. They were blessed with 3 children. He was a journeyman carpenter with Local 12 Carpenters Union of Syracuse. He resided in Fulton, NY. from 1963 to 2020 and had become a permanent Floridian in Nov. 2020. He was a long-time member of the Fulton Elks Lodge, then later a member of the Moose Lodge and Polish Home. Richard was an avid hunter and enjoyed fishing and ice fishing. He was predeceased by his parents, 2 brothers, and 2 sisters. Surviving is his 2nd wife of 16 years, 2 sisters, 3 children, 6 grandchildren, 4 great-grandchildren, 1 aunt, 1 cousin, many nieces and nephews, 2 stepchildren and their families, and several close friends.

After he was removed from his residence and brought to HCA "Healthcare Corporation of America" Florida Putnam Hospital (formerly Putnam Community Medical Center) is when they officially declared him deceased on Monday, November 28, 2022.
