Walter was born in Kentucky the son of Mansford "Big Mance" Montgomery and Sarah Phipps. He married Eva Opal Jenkins the daughter of Francis Marion Jenkins and Jane Risner. Their children are; Sarah Lou Montgomery, Eva Opal Montgomery and Sarah Leatha Montgomery-born and died in 1935.
