Carmon Ellis Jackson was born on June 22, 1915, in Belmont, Mississippi, to his father, Jesse C. Jackson and his mother, Laura Belle Jackson.

Carmon Ellis Jackson served in the U.S. Navy on September 15, 1942 at the age of 27. He served four years in the U.S. Navy. Carmon worked as a teacher for the Florida State Department of Education and City Manager of Pensacola. After 25 years with Civil Service, Carmon retired as Employment Superintendent at NAS in Pensacola, Florida in 1965. He was a member of the First United Methodist Church and a Master Mason of Escambia Masonic Lodge No. 15, as well a member of the Navy League.

Carmon married Helené F Tartagliona in 1954 in Escambia, Florida. They had one child during their marriage. He resided in Pensacola, Florida for 58 years. Mr. Jackson received his first award given by State of Florida for Outstanding Contributions to the Physically Handicap Program.

He died on June 15, 1994, in Pensacola, Florida, at the age of 78. His body was laid to rest at Bayview Memorial Park in Pensacola, Florida on June 17, 1994.
