Son of John Tutt and Elizabeth Ashby Tutt. In the fall of 1835 the family settled Cooper County, MO. It was there he married Maria L. Lewis. Like many, he ventured to Sacramento CA, arriving 5 Aug 1849. Mining was not to his liking and he entered public service wholeheartedly, serving as high constable, deputy marshal, and deputy sheriff.

He was initiated an Entered Apprentice Mason in 1841 in Oceola, St Clair County MO. Thereafter he was a dedicated mason and operated within the Grand Lodge of California, At his death, memorial services were conducted under the auspices of the Grand Lodge of California at the Masonic Temple then located at Sixth and K Streets, Sacramento.
