Frieda Rachel Felser was born in Tauroggen, Lithuania in either 1855 or 1857 . In the mid-19th century, this city was still part of the Russian Empire, very close to the border of Prussia. She and her husband arrived in Baltimore with their eldest child, Sarah L. Felser (later Mrs. Jacob D. Scoll), around 1882. The Felser family established a successful chain of shoe stores and were active philanthropists, engaged through voluntary work and contributions to numerous charities in Baltimore and Israel. Frieda Rachel was survived by six children and sixteen grandchildren.

The Hebrew inscription reads "Frieda Rachel bat Reb Yitzchak Ze'ev", which translates as "Frieda Rachel, daughter of Mr. Yitzchak Ze'ev".
