Charles was born in Riverside, NJ. He was the son of Charles and Margaret (Schneider) Flohr. He served in the Army as a Private in the H company 109th Infantry 28th division. He battled in three battles in France in 1918.

After he returned in 1919, he met and married Leona Severns. In July of 1920, they welcomed a son, William. Eleven years later, they welcomed a daughter, Adelaide in 1931. Almost seven years after the birth of Adelaide, Charles died of a heart attack at the US Navel hospital in Philadelphia in 1938.
