Barbadian Statesman. He served as the 4th Prime Minister of Barbados from June 1, 1987 to September 6, 1994. He was educated at the University of the West Indies in Jamaica, where he earned his Bachelor of Arts in English. He later studied at Britain's University of Manchester, receiving his Master's degree in economics and social studies. After returning to his native Barbados, he became involved in the Democratic Labour Party (DLP). In 1967, one year after his country's independence, he became a member of the Senate. He went on to serve in the House of Assembly. He also served in several ministerial positions before the DLP became the government opposition after the 1976 elections. In 1986, he became Deputy Prime Minister in the government of Errol Barrow after the DLP regained power in that year's election. After Barrow's passing in 1987, he became Prime Minister and went on to serve for seven years before losing the 1994 election to the BLP. He remained a member of Parliament until 1999, when he stepped down to go into teaching. He was later appointed the ambassador to China in 2010 and remained in this position until 2013.
