Connecticut Governor, United States Senator, United States Congressman. A member of the Republican Party (later Independent), he served as the 85th Governor of Connecticut from 1991 to 1995, served as United State Senator from Connecticut (1971 to 1981), and served Connecticut's 4th Congressional District in the United States House of Representatives from 1969 to 1971. Born into a family of German descent, he was educated at Yale University and later attained his law degree from the University of Virginia. Following graduation, he enlisted with the United States Army, and after his discharge in 1955, he remained as a reservist. Wicker began his political career in 1962, when he was elected to the Connecticut General Assembly. He succeeded Donald J. Irwin in the US House of Representatives, and during his tenure, he adopted a liberal philosophy which dictated his entire political career. After one term in the House, he succeeded longtime Connecticut Democratic politician Thomas J. Dodd in the US Senate. During the Watergate crisis, he served on the Senate Watergate Committee and was one of the earliest Republicans to call for President Nixon to resign. Additionally, he was a strong supporter of the rights of the disabled, and during the Reagan Administration, he opposed the nomination of Robert Bork to the Supreme Court and voted against William Rehnquist's elevation to Supreme Court Chief Justice. After becoming an Independent, he succeeded William A. O'Neill as Governor of Connecticut, and during his tenure, he spearheaded efforts for a tax increase in order to offset a bloated deficit.
