Year of birth may have been 1842.

Enlisted in the Union cause in Delaware during the Civil War in 3/31/1863. His enlistment record shows his occupation was as an "artist" with blue eyes, brown hair and stood 5"6-3/4" tall with a light complexion when he enlisted. He first mustered in with Company "A" and later Company "C", 18th US Infantry, rising to the rank of Sergeant. He fought in several major engagements including the Battle of Franklin/Nashville.

Coulter re-enlisted on 9/26/1866 and was promoted to Second Lieutenant in the 12th US Infantry. He was sent West and fought as an infantry officer in the Indian Wars, participating in several battles. He discharged 7/15/1870.

At one point he also served as a Captain with the US Volunteers and served as Assistant Adjutant General. He would later be transferred to Company "B" of the 100th Infantry Regiment US Colored Troops (USCT).

He married Augusta Smith in Washington, D.C. on 7/15/1890. She may also have had the last name "Oakley". No children were born to this union. Augusta was born in Maryland, in about 1860.

He filed for his Veteran's Pension on 6/8/1880 and was awarded certificate # 211860. His widow filed for a pension on 5/31/1922 after his death and was awarded certificate # 918193.
