Thomas was a graduate of Warren Central High School, Class of 1981. He was self-employed and the owner of INI Concrete in Elizabeth City, North Carolina. Thomas was a member of the Concrete Finishing Laborers' Union. He loved fishing, boating, water rafting, hiking, bowling, running and music. Thomas was a huge Kansas City Chiefs Footfall fan. He was a loving son, brother, husband, father and grandfather.
Thomas is survived by his wife, Marina Decker; son, Thomas R. Decker Jr.; daughter, Jolene Barrett (Tommy); grandson; parents, Carl and Virginia Decker; sisters, Carla Sewell, Gerri Corder and Diane Fugate; brother, Derrick Decker; and several nieces and nephews.
