She was predeceased by her husband, Herman Blair, in 1989; her parents, Matthew and Lula May Russell; and her two sisters, Virgie R. Ball and Lela R. Deal.
She was born on Nov. 15, 1911, in Wood County. She was a homemaker and a member of several civic organizations in Rockport. She was active in all phases of church life.
In 1984, she and her husband, Herman, moved to West Salem, Ohio, and there she worshiped with the Congress Community Church.
She is survived by two daughters, Carmen Joan Blair Halley and her husband, Michael, of Suffolk, Va., and Valory May Blair Riel and her husband, Gene, of West Salem. She had four grandchildren, David W. Halley of Suffolk, Jeffrey M. Halley and his wife, Tammy, of Jacksonville, Fla., Todd W. Riel of West Salem and Kelly Riel Grasley and her husband, Allen, of Bloomville, Ohio. She had two great-grandchildren, Sarah Rachael Halley of Jacksonville and Blake Steven Riel of West Salem.
Her funeral service will be 1 p.m. Saturday at the Limestone Hill United Methodist Church in Rockport. The family will receive visitors one hour prior to the service at the church. Burial will follow in the Limestone Hill Cemetery. Matteson Funeral Home in West Salem is in charge of arrangements.
