At a young age, his family moved to Wichita, Kansas. He attended North High School in Wichita.

Billy was drafted into the United States Army in 1969 and served in the Transportation Division as a 64C/88M. During his military career, he completed two tours of duty in Vietnam, and was also stationed at Fort Leonard Wood, MO, Baumholder and Mannheim, Germany, Fort Lewis, WA, Fort Campbell, KY, and Fort Carson, CO.

After retiring from the Army and remaining in the Colorado Springs area, Billy worked at Memorial Hospital as a security guard for several years.

Billy met his wife, Brenda, in Wichita and they were married for 51 years. They had one daughter, Bridgette (Robert) Jackson of Colorado Springs.

Billy was a sports fan and loved watching and attending NFL football games. He was a tried and true Dallas Cowboy fan. In addition to sports, he loved to cook in the kitchen and on the grill.

Billy leaves to celebrate and cherish his life, his wife Brenda; his daughter, Bridgette; four sisters, Phyliss Fontenot of Port Arthur, TX, Wanda (Ronnie) Dillard Cook, Donna Dillard both of Wichita, KS, Tara Dillard of Kansas City, MO; two brothers, Larry (Carol) Dillard of Wichita, KS and Anthony (Sophia) Dillard of El Paso, TX. Several nieces, nephews, and friends.

Billy was preceded in death by his mother, Essie V. Bell Dillard; his step-father, M.C. Dillard; and a brother, Bobby J. Dillard.
