Floy was born in Rock Creek, AR, an incorporated town of Marshall. His family later moved to Little Rock. Floy relocated from Little Rock, AR to Portland, OR with his parents and his brother Hugh around 1927. In 1930 he lost his Mother to cancer and his Brother Hugh to cancer in 1939. Floy met and married Esther Mary Wood in mid-1930's and had two children of his own, LaDonne J. Watts (Favata, Amble), RN, USA, and Jerome Watts, USN.

Floy was a truck driver for many years and in later life a custodian at St. Agatha's Catholic Church and School in Portland. After WWII he went to Morocco for about a year and worked there on a construction project as a truck driver and laboror. The picture to the right is him in Morocco. Floy also was a cab driver in Portland for quite a while. His 'claim to fame' while there came when a fare wanted to go to a hospital on Portland's Marquam Hill in the west hills, which had several hospitals, as well as medical, nursing and dental schools, and many medical offices and clinics. Floy told the dispatcher that he was taking his fare to "Pill Hill", and the name stuck. The nick name is used to this day in common parlance amongst area residents.
