Austin Police Officer Elkins Morrison was killed in the line of duty when he was struck by a car in the 300 block of Congress Avenue. Officer Morrison was on detective duty when he was struck crossing the street. Darkness, fog and rain were blamed for poor visibility leading to the accident.
