Elsie was born 25 Dec 1936 in Lumberton, North Carolina, daughter of Lloyd Prevatte (1905–1945) and Eunice Townsend (1912–2002). She was an officer in the US Army Women's Corps, obtaining the rank of Captain. She obtained BA and MA degrees in Sociology and in 1969 was appointed Instructor of Sociology at the State College of Arkansas, where her husband was Professor of Military Science and ROTC program manager. After her husband's death in 1972, she returned to Chapel Hill, North Carolina, where she resided the rest of her life.

She married George E. Pickett IV in 1964; they were the parents of one daughter, Alyssa.

She was preceded in death by her husband and dearest friend Lt. Col. George E. Pickett IV, her mother Eunice Stephens, and her sister Patsy West.

She is survived by her brother Lloyd Prevatte, her daughter Alyssa Cerkleski, her granddaughter Mallory Cerkleski, her grandson Austin Cerkleski, and her great grandson Elijah Walker.

She had an AB degree from UNC Greensboro and a MS degree from UNC Chapel Hill. She lived in Chapel Hill since 1974 and was active in Chapel Hill and Orange County politics. She loved Tar Heel basketball and Chapel Hill.
