Son of The Hon. Edward Frederick Leveson-Gower and Lady Margaret Mary Frances Elizabeth (née Compton) Leveson-Gower.

Educated at Eton and Balliol College, Oxford.

Civil servant and Liberal politician. Held political office as Comptroller of the Household 1892-1895, and later served as a Commissioner of Woods and Forests from 1908 to 1924. In 1921 he was knighted.

Married Adelaide Violet Cicely Monson on 9 Jun 1898.
