James John Aloysious Gallagher was born on September 19, 1927, in Philadelphia, to Mary E. (née Devlin) and James A. Gallagher. He graduated from La Salle College High School. He attended the Marine Corps Institute and St. Joseph's College of Industrial Relations. He served during World War II in the United States Marine Corps; he served from 1945 to 1946. He served in the Pennsylvania House of Representatives, representing Bucks County, from 1959 to 1986. He was executive of Bristol Township from 1991 to 1992. He was a member of the board of trustees of the Bucks County Community College. He received an honorary Doctor of Education degree from Temple University in 1986. He moved to Levittown in the 1950s and lived there until his death. He died on February 5, 1992, at Lower Bucks Hospital in Bristol, Pennsylvania. He was interred at Resurrection Cemetery in Bensalem, Pennsylvania.
