He graduated from Annapolis Naval Academy in 1925 and then attended Submarine School in New London. He was given command of the newly commissioned submarine the USS Seawolf in 1939.
During World War II he took the Seawolf out on her first seven war patrols and sunk 8 ships for a total credit of 38,900 tons. While aboard the Seawolf he was given the nickname "Fearless Freddie".
For his actions during his seven war patrols, he was awarded the Navy Cross. In 1952 he was promoted to Rear Admiral and became Assistant Chief of Naval Operations for Undersea Warfare in 1955. In 1957 he commanded the Submarine Force Atlantic Fleet.
He retired from the Navy in 1962.
