Son of Samuel Perry Taggart (1819-1908) and Chloe Browning (1821-1885).

He served as a private in the Union Army, Ohio 174th Regiment, Company F. Fought in the battles of Overall's Creek, AL, Seige of Murfreesboro, TN, and Wise Forks, NC. His regiment was present when General Johnston surrendered to General Sherman at Bennett Place, Durham, NC.

He owned a farm in Deerfield, Ohio, and was active in Civil War veteran orginizations, and was instrumental in erecting the first memorial to Deerfield veterans of the Civil War.
