US Congressman. He was a farmer and was active in several business ventures in southern New Jersey. A veteran of the Revolution, he became active in politics as an Anti-Federalist (Democratic-Republican), and held several local offices, including Assessor of Newton Township. In 1802 he was elected to the US House of Representatives as a Democratic-Republican and served three terms, 1803 to 1809. A devout Quaker, Sloan was active in the movement to abolish slavery. When Congress organized the new governments for the Louisiana Territory in 1804, Sloan proposed prohibiting further expansion of slavery, a motion that passed the House, but was defeated in the Senate, and which earned him the enmity of his pro-slavery southern colleagues. After leaving Congress, Sloan was the first President of the State Bank of Camden. He moved to Chemung County, New York around 1815, where he farmed and then lived in retirement.
