Biography from 'History of Klamath County, Oregon' Klamath Falls, OR 1941:

Among the early settlers of Klamath County was the late Charles H. Withrow who became identified with lumbering when the industry was still in its infancy here, operating a sawmill a few miles below the site of the present Keno Postoffice. He was born in Genesee, Henry Co. IL, May 9, 1855, but moved to Chippewa Falls, WI, where he attended the public schools and received his first experience in lumbering. He came to Klamath Co., OR, in 1881, at the age of 26, a young man of energy and ambition. For eight years Mr. Withrow served as postmaster of Linkville and it was during this period that the name of the town was changed to Klamath Falls. After serving another eight years as county clerk. he began dealing in timber claims and, in 1905, negotiated one of the first large timber sales in this county when a tract of 8,360 acres of timber land was sold for $83,700. This parcel of land later came into the possession of S. O. Johnson, a prominent timber man of the Pacific Coast. Mr. Withrow operated an abstract office for a number of years and was constantly active in civic affairs that promoted the betterment of his county and city.
In 1883, C.H. Withrow and Mary Elizabeth Riggs were married in this ctiy. She was born in Clay County, Missouri, November 27, 1856, a daughter of Elijah Riggs, a well known pioneer rancher who lived on the place now known as the George Ager ranch west of Klamath Falls and there he farmed until his death in January, 1886. Mrs. Withrow, popular in the social life of the little city, was a life member of Aloha Chapter No. 61, Order of Easter Star. Of this union were born two children: the daughter, Winfred, married J.C. Cleghorn on December 10, 1912 and became the mother of two daughters; Catherine (Mrs. Raymond Janz), mother of two children, Phyllis and Robert; and Elizabeth, attending Oregon State College, Class of 1941. The son, Bert E. Withrow, became a prominent citizen and businessman, connected with the Klamath County Abstract Company which his father found; he died in 1922, two years before the death of his father. Fraternally Mr.Withrow was a 32nd degree Mason, was a charter member of Aloha Chapter No. 61, Order of Easter Star and a member of the B.P.O. Elks and was a leading Republican.
