Bruce was a 1971 graduate of Charles Town High School. Bruce was married to Susan Ward Brown and was a father of two young daughters. He was a past member of the Charles Town PD. Trooper Brown was a recent graduate of the West Virginia State Police Academy at the time of his death. He was shot and killed by a captured felon during a prisoner transfer at the Tucker County, WV court house.
