She was the daughter of Mattie Irene (Brazell), who was born in Columbia, South Carolina, and William Harvey Register, Sr. who was born in Hellena, Georgia. She had one brother, William Harvey Register, Jr., who was born on May 5, 1927, in Georgia, he died January 31, 2005, in Hazelhurst, Georgia. Their parents were killed in an automobile/logging truck accident in Wayne County, Georgia, on July 10, 1944. In 1948, she married Emory Acey Manning in Georgia. She moved to Texas in the late 1950's with her companion, Charles Howard. She is the mother of Betty Jean Manning, Eugene Manning, Rosa Lee (Joyce) Manning, Shirley Ann (Wendy) Manning, James William Howard, and Charles Howard. She died following the birth of Charles in Kingsville, Kleberg County, Texas.
