Palmer was the son of Martin W. and Malverda (Ahistadt) Mellgren. He graduated from Olsburg High School in 1930 and Kansas Agricultural College (now KSU) in 1937 with Bachelor of Science degree in civil engineering. He married Lois L. Shehi on September 25, 1937, at the Lutheran Church in Olsburg. Survivors include his children, David Melgren and Kelly Spence, and one grandson. Services were held at First Lutheran Church in Manhattan. Burial was in Olsburg Cemetery.
