William was born in Washington Township, Franklin County to Rose Elizabeth (Gerhart) Woodring and Daniel J. Woodring. He was married to Bertha Woodring who died in 2004. He was survived by Anton Woodring, grandchildren and a great grandson.

His twin brother John preceded him in death in 1988 and is buried next to him. Bill was also survived by three sisters: Hazel Wolf and twins Anna Bell Laughman and Ella Mae Koontz. He was preceded in death by his sister Dorothy (Polly) Stubbs, a young sister Mary in 1925 and twin brothers who died at birth in 1937

Bill was employed at Manley Valve Corporation. He was an Army veteran of World War II.
