Evelyn was born to William Dudley Parks and Virginia Josephine "Chastain" Parks. Her husband James Elliott preceded her in death. She has one son, Scott Elliott, and one daughter, Bobbie Jean Harris. Scott lives in Las Cruces, NM and Bobbie lives in Carlsbad, NM.
Evelyn has 13 siblings. Only Dudley Parks, Anne Lammle, Charles Paul Parks, Elton James Parks and Ella Mae Parks survive. The other siblings, Viola Keaton, Samuel Parks, Arletha Jean Parks, Bobbie Jo Parks, Joseph Eugene Parks, Marion Harold Parks, Mary Buckner and Vernon Dwayne Parks all preceded her in death.
