A Union Veteran, became an unlikely hero in Shreveport during Reconstruction. A native of Iowa, he was working with the U.S. Army Corps of Engineers clearly the partially re-formed log jam north of the city when Shreveport was stricken with an epidemic of yellow fever. The epidemic proved to be the worst in Shreveport's history and the third worst in American history. Rather than leave the city as ordered to do, Woodruff stayed to nurse the sick and dying. He fell ill and died of the disease at age 31. He was buried in Oakland Cemetery where a grand memorial was placed on his grave at public expense.
