James Stewart Downer was born at Manchester, Ontario County, New York, February 24, 1820, the son of Joshua Downer (1785, VT-1864, MI) and Elizabeth Averill (1784, NY-1872, MI). James headed west to California in 1849 with his brother DeWitt Clinton Downer. During the Civil War he enlisted as a corporal at Bald Hills, Humboldt County, California, June 10, 1863, and was mustered into Company C, 1st Battalion, California Mountaineers, at Fort Humboldt, Humboldt County, on June 29. Corporal Downer was mustered out at Fort Humboldt May 23, 1865 (Orton, 839). James then re-enlisted in the Regular Army for three years at Eureka, Humboldt County, June 21, 1865, and was mustered into Company F, 9th U.S. Infantry. He was mustered out at Sitka, Alaska Territory, June 21, 1868 (Register of Enlistments, US Army). James then returned to northern California, where he appeared as a registered voter in Butte County in 1872 and Shasta County in 1875 (1872 Butte and 1875 Shasta Great Registers). James was a single mill worker at Eagle Creek, Shasta County, June 5, 1880 (1880 US Census). James filed for a Civil War veteran's disability pension in Shasta County March 31, 1883, and received application No. 478,222 and certificate No. 803,065 (Pension File). By 1890 he was living at Condon, Gilliam County, Oregon, where his brother DeWitt was also living (1890 Veterans Schedule). James died at Condon March 19, 1892, and was buried in the Condon Masonic Cemetery. James was never married and died childless.
